You don't often hear about using for-loops and if/else statements in CSS, but the chapter on Sass/SCSS (conveniently included as the last section of the book) sheds some light on advanced topics. So I wouldn't say that this book is entirely for beginners, which was my first thought. But most of the content is definitely targeted at someone who is making first contact with the subject.
This book is packed with value, I end up learning something new every time I browse it. It doesn't cover absolutely every single thing about CSS language in general, but it has pointed me in the right direction on many occasions, especially when I forget how some CSS property works.
Other notes: this is a visual dictionary, as the title suggests. It documents every single CSS property (in common use) with an accompanying visual diagram. Basically, like a preview of what you would expect to see in the browser without having to crack one open, which is very useful when you are a busy person like me.
I found most of the diagrams to be intuitive and if you put effort into this book you can get a lot out of it.

"Visual Dictionary" is the perfect subtitle for this book as that is exactly what it is! Every page is full of well placed, unobtrusive and stylistic pictures that is used to convey the accompanying CSS code. It's really something that must be seen to be believed.
From beginners to experts, I think anyone could benefit from this. The ease of finding the correct information just from a flip-through is nothing short of astounding. Great work here!
As far as the PDF version, that's what I'll be using. It's in color, searchable (duh) and "clean", meaning it doesn't look like laser printer on newsprint like the book. Actually, I bet I could pick a slightly better paper stock and print this out on my office color laser printer and come out with a better product, well under the $30 mark. And the PDF was a free download from the authors site, although not sure how long he will keep it that way.
I'm seriously debating on if I'm going to return the book or not. On the one hand, I want to support the author, who I follow on twitter and enjoy his content. On the other hand, honestly I don't want the book. $10, maybe. $30, no. If the problems I had addressed above were remedied, then $30 for sure. I would like to reiterate though that I have the PDF, so the book was more for casual sharing or having out on a table. But even if I wanted to use it as a reference if I didn't have the PDF, I'd feel like I have to be cautious with the pages.
Final word, I'm leaning towards returning it.
[Update... a few days later] .. I've decided to keep the book. The ONLY reason is that I want to support a fellow software developer with a good product, even if the quality isn't what I would have (or wanted to) expected. The PDF is still far superior to the book in my opinion. I drop $30 on a lunch here and there, no reason I can't keep this book to support the author for that.
[Update... about a month later] .. I've reached out to the author of this book on another matter and not only did he understand my review, but appreciated and accepted my points. He's new to the Amazon book publishing so he's still learning. He is though releasing his newest book now in color based on my review. I've upped the stars primarily because the author is learning and working to make the products better. Can't wait for the new book. (also, he mentioned he may re-release this book in color).

I reach for it instead of searching for something. I always forget if translate takes px or deg or something along the same lines and this book makes it easy to find what I'm looking for quickly.

It lacks explanations in many cases, and sometimes some important informations (i.e compatibility of 'flexbox' in certain browsers..)
Moreover, the captions for the illustrations are partly so small that it makes it difficult to read, and also a few typos.
Feels like the book was finalized in a rush and printed on the go ('printed by amazon' on the last page, I guess says a lot...)
Only 'almost' an outstanding book ! the illustrations are great and you can feel the hard work behind the scenes, but overall too light... maybe in the next edition ? : )
